ABC is seeking an experienced Manager Facilities to lead and manage the operation of the ABC's Victorian facilities, comprising three Melbourne metropolitan and nine Regional buildings. The key focus of the role will be to optimise performance of staff and contractors, presentation and efficiency of buildings, and customer satisfaction.
Job Requirements:
• Appropriate tertiary qualifications in a related field and/or extensive experience in Facilities Management.
• Expertise in the management of multiple, large and/or technically complex buildings with a proactive 'continuous improvement' approach to achieving Facilities Management objectives.
• Experience in project management for both engineering and general building projects.
• Good understanding of the operation and maintenance of engineering services plant & equipment, security practices and environmental management.
• Be prepared to respond to and take control of emergencies 24 hours 7 days as required.
• Strong communication and negotiation skills and the ability to liaise with all levels of staff, key stakeholders and contractors and to develop collaborative working relationships with a high customer service focus.
• Demonstrated strong team leadership skills with the ability to lead by example, delegate responsibility to individual staff and to motivate the staff as individuals and as a team in a supportive manner.
• Sound experience in financial management, including budget estimating, forecasting and procurement.
• Well developed analytical, organisational, research and computer literacy skills with the ability to prioritise and deal with a large number of wide ranging customer related issues and to prepare detailed technical reports, submissions and proposals.
• Preparedness to abide by the ABC's workplace values, policies and guidelines including, Equity & Diversity, Work Health & Safety, Fraud Awareness and Security.
Job Duties:
• Customer/Stakeholder Relationship Managemen
• Build collaborative working relationships and establish effective communication with key stakeholders to keep abreast of customer requirements and ensure timely identification and resolution of issues
• Participate in cross divisional committees such as the Southbank Body Corporate, State Leadership Group, WHS Committee, Local Emergency and Recovery Organisation.
• Interact and engage with the Melbourne Accommodation Project Team, during the Southbank Redevelopment project, which has the aim of consolidating the three metropolitan sites into the one location.
• Operational Planning and Management for the Victorian Facilities including:
• All services, plant and equipment operation, repairs, maintenance and service contracts
• All general building repairs, maintenance and service contracts
• Security, cleaning, waste management, recycling and hygiene services
• Statutory compliance including essential services & emergency control organization
• Emergency response and business continuity planning
• Environmental management including energy, water and waste management
• Front of house operations including front desk, mail room, telephone switchboard and help desk
• Loading docks and the on-site & off-site vehicle parking
• Property licenses and leases
• Develop and maintain relevant policies, procedures and standing orders.
• Leadership and Management of Staff and Contractors
• Provide leadership and direction to support staff and contractors to ensure a high level of performance, well presented and efficient buildings and a high level of customer satisfaction
• Lead and develop staff to ensure ongoing skill requirements are maintained and/or enhanced through recruitment, performance management, training and development opportunities
• Project Management
• Identify, prioritise and facilitate the implementation of projects
• Prepare business case submissions for funding as required
• Prepare and/or review design briefs ensuring they are appropriate and cost-effective
• Ensure compliance with building codes and statutory requirements.
• WHS and Risk Management
• Act as Chief Warden for the Southbank Building
• Participate in the Emergency Control Organisation and in the planning and implementation of emergency procedures for the state.
• Identify and control risk to ensure a safe and healthy work environment
• Ensure compliance with all relevant standards, codes, practices and procedures
• Implement effective contractor management procedures
• Actively promote the ABC values of integrity, respect, collegiality and innovation. Advocate and apply all relevant ABC policies and guidelines including Equity & Diversity and Work Health & Safety.
• Financial Management
• Oversee budget planning, expenditure control, forecasting and reporting in line with the ABC's Financial Control and Procurement Procedures.
